[NEWS] Tucson, Arizona Looking at Biomass Power Generation

After boosting its solar power generation and adding wind-energy projects in recent years, Tucson Electric Power Co. is looking at biomass generation from burning wood or other organic matter.

TEP said Friday that it is seeking information about forest biomass generation systems that could generate power for customers while improving the health of Arizona forests.

The utility issued a request for information about technologies, costs, environmental benefits, construction requirements and interconnection requirements of forest biomass energy projects.

The idea is to provide a market for woody material that needs to be thinned from overcrowded, high-risk forests in northern and eastern Arizona in order to reduce the risk of severe wildfires, improve forest health and benefit watersheds.

There’s one big problem, though, according to the head of the state’s only utility-scale biomass power plant.

When state utility regulators held a workshop last month about increasing the use of forest biomass for power, one topic did not make it into the discussion: the emissions produced from burning small trees, branches and treetops hauled from Arizona’s forests.

Compared to coal, burning biomass emits lower amounts of key pollutants like sulfur dioxide and nitrogen oxides, but it generally equals or surpasses coal in the amount of carbon dioxide it emits per unit of heat.

[NEWS] Arizona Study Proposes Development of New Biomass Energy Facilities

5a32d2a48a7b9.imageArizona Public Service has released a preliminary study for greater inclusion of biomass in its energy portfolio — something that could have a positive impact on forest industry and wildfire prevention.

The 90-day study was completed and presented to the Arizona Corporation Commission on Dec. 5.

APS, who serves 1.2 million customers statewide and part of the White Mountains, was required to complete the study in order to secure approval from the Commission for a rate increase for APS customers. The increase will allow the utility to collect an additional $95 million in revenues.

[NEWS] Arizona Studying Bioenergy for Wildfire Management

The Arizona Corporation Commission has ordered Arizona Public Service to evaluate forest bioenergy as part of its resource portfolio.

A May memorandum from Commissioner Boyd Dunn instructed the opening of a docket to explore forest bioenergy, and its current role and impact in Arizona. The memo emphasized the important role forest bioenergy serves in maintaining Arizona’s forests, woodlands, and watersheds while creating energy for the grid. “Our history is riddled with examples of the devastating economic, cultural, and ecological impact of Arizona wildfires,” it stated. “In addition, state watersheds, including streams, lakes and reservoirs are at risk of contamination from hazardous runoff coming from the burned areas. Maintaining healthy forests and woodlands through on-the-ground restoration activities reduces the risk and severity of these wildfires.”

Three and a half years after taking over the largest stewardship contract in the Forest Service’s history, Good Earth Power AZ has new leadership that is looking to turn the company’s troubled operations around.

“The tactical execution hasn’t happened on this project, what we are trying to bring to it is tactical execution,” said Bill Dyer, the company’s new chief operating officer. “I can’t really change what has happened in the past, but we are trying to do the best we can to make it right.”

It doesn’t look like much, but it’s a start.

Concord Blue Energy broke ground this week on its long-awaited biomass plant in the Eagar Industrial Park.

Geotechnical engineering for the plant has been completed — the only phase the company plans to complete this year.

The mechanical components for the bio-generating facility will be engineered and fabricated starting this winter, according to Scott Noll, vice president of project management at Concord Blue, which is based in Los Angeles, Calif.

An Arizona water and power utility is conducting an experiment to add forest-thinning debris to coal burned by an electricity-generating plant, hoping to make thinning more economical to help avoid devastating wildfires producing runoff that would contaminate reservoirs.

A test conducted Wednesday at the Salt River Project’s Coronado Generating Station near St. Johns in eastern Arizona showed that the plant’s machinery can handle mixing woody biomass material with coal, SRP officials said.

That sets the stage for stage for two 10-day periods of burning biomass in November, said SRP water strategy analyst Ron Klawitter.

Klawitter said SRP then will study costs and other data collected during the planned biomass burns before deciding whether to using forest debris to augment coal as a fuel source on a regular basis.

Some Arizonans will get wood-fired electricity this fall or winter in a test burn meant to accelerate forest thinning, which protects the state’s water supply.

Salt River Project plans to mix up to 10 percent wood chips from northern Arizona’s pine forests with the coal it burns at Coronado Generating Station near St. Johns. The test will last 20 days and help the public utility determine whether it can burn such a mix longer-term without requiring major plant modifications.

Though the product is power, the incentive is water.

Arizona’s first attempt to generate electricity with a mix of biomass and coal will take place later this year, using debris from forest thinning projects in northern Arizona.

The test run will take place at the Coronado Generating Station in eastern Arizona, operated by the Salt River Project. Officials plan to burn coal mixed with more than 2,600 tons of wood chips. That’s about the amount of biomass produced by thinning 250 acres of forest.

Bruce Hallin is the water supply director for SRP. He says biomass is not the most efficient option for generating electricity, nor is it as cost-effective as coal, “but again our motivation here is, let’s see if we can help accelerate some of these forest restoration efforts, so we can get those forest thinned and protect that watershed.”
